In short, yes. However, Solkaries are highly unlikely to kill creatures because that would also stop a potential source of energy. But can they lie, cheat, steal, etc.? Yes. But Solure City does have laws enforced which tend to dissuade any harmful behaviors.

They can cause damage but they are unable to take energy from a Solkari as it requires willingness to give away energy. Thus a Solkari must be willing to sacrifice themself to “die” enough to try and save another.
